Charles W. Buck - Trustee
BuckCharles W. Buck was appointed to the Norwich Township Board of Trustees in 2000 and elected in 2002. A graduate of Franklin University where he earned his B. S. in Business Administration, Chuck is Chief Operating Officer of Buck & Sons Landscape Service, Inc., which began in 1972 in Hilliard.

A Norwich Township resident since 1995, Chuck grew up in the Hilliard community, graduating from Hilliard High School. He has served on Hilliard City School's Board of Education from 1985 until 1993, serving as president in 1989 and 1993. Chuck also served as Hilliard's representative on the Tolles Career and Technical Center's Board of Education from 1985 until 1991, serving as president in 1991. Chuck served on the Hilliard Area Chamber of Commerce for 8 years, serving as president for 3 of these years. He served as president of the Hilliard Music Boosters for 2 years. Chuck also served on the Washington Township City of Dublin Merger Commission from 1990 until 1993. He was a member of the United States Air Force and Air Force Reserves from 1971 until 1977. Chuck is a member of Hilliard United Methodist Church where he has served on various committees over the years. Chuck has received the Galbraith Award for community service, as well as the Sam Walton Award for local business leaders. Chuck is married and has two daughters.

rick D. tidd - Trustee
Tidd, Rick
Rick D. Tidd was elected to serve on the Norwich Township Board of Trustees in 2024. Born in Hilliard, Ohio, A 1970 graduate of Hilliard High School, 1973 graduate of Franklin University with an Associate Degree in Business Administration, a 1974 graduate of the Cincinnati College of Mortuary Science. In 1981, Rick became the owner and founder of Tidd Funeral Home, Hilliard, Ohio. Currently, Rick owns and operates 4 funeral homes located in Franklin County, and Madison County.

Rick has served on various committees over the years and has a membership
and contributes to many organizations including: National Funeral Directors Association, OFDA Funeral Directors Association, Central Ohio Funeral Directors & Embalmers Association, Member of Hilliard Chamber of Commerce, American Legion Son of a Legion, Member of Hilliard Church of Christ, Avery Rd., Hilliard Alumni Association, Moose Lodge No. 2236, Avery Lodge #493 F. & A.M. (Past Master, 2010), Hilliard Education Foundation Program (Past Board Member), Northwest Franklin County Historical Society (Past President), and Hilliard Odd Fellows. Rick received the Galbreath award for Community Service, and Business person of the year.

Rick and Arlene (Headlee) Tidd have been happily married for 53 years, they have two children Shelly (Tidd) Baird, and Joshua Tidd, both are funeral directors at the Tidd Family Funeral Homes. Rick and Arlene are blessed to have 6 grandchildren.

TRUSTEE DUTIES

The Norwich Township Board of Trustees consists of three elected Trustees and one Fiscal Officer responsible for governing the affairs and functions of the Township.  Trustees are elected to four-year terms commencing on January 1st elections. The duties of the Township Board of Trustees are proscribed in Chapter 5 of the Ohio Revised Code and consist of managing Township roadways including drainage, snow removal, and all right-of-way issues, planning and zoning issues and concerns, and contracting solid waste collection services, and police protection services for the unincorporated residents of Norwich Township. In addition, the Township Board of Trustees' duties consist of managing fire and rescue, fire prevention, emergency medical services, and cemetery maintenance for the incorporated residents of the City of Hilliard and the unincorporated residents of  Brown Township. In addition, the Township Board of Trustees sets policies and establishes services to provide to the residents.
